The Defense Information Technology Contracting Organization, (DITCO-PL8312), Scott Air Force Base, Illinois, intends to negotiate on a sole source basis with Department of Defense (DoD) Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) holder, Gartner, Inc., 56 Top Gallant Road, Stamford, CT 06902-7700, USA, for the procurement of consultation services to support the implementation of organizational change recommendations that were documented in the comprehensive organizational assessment of the DoD Office of Inspector General Office of the Chief Information Officer performed by Gartner, Inc. The statutory authority for other than full and open competition is 41 U.S.C. 152(3), Multiple Award Schedule Program. The regulatory authority is Federal Acquisition Regulation 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule (FSS) order. The original order was placed in accordance with the applicable FSS ordering procedures and was not previously issued under sole-source or limited-sources procedures. Interested parties may identify their interest and capability to provide the required services by submitting clear evidence of their capability to perform within 3 days of the posting of this notice. This notice of intent is not a request for competitive proposals. All responsible sources will be considered for evaluating the determination to issue a sole source purchase order.
