This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of large businesses and small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran- Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required services. The DISA/JSP has an existing on-premise, locally operated and maintained, Internet Security Stack (ISS) or SWG. The SWG provides direct commercial Internet access for users of JSP’s unclassified Guest Wi-Fi network in the Pentagon. This local SWG is nearing end-of-life (EOL) and requires replacement. The DISA/JSP is seeking information for potential sources for a commercial, cloudbased, SWG offered as a service. DISA/JSP requires it to provide Internet access for users of JSP’s Guest Wi-Fi network (JSPWIN) in the Pentagon and to allow for monitoring by a Cybersecurity Service Provider (CSSP). DISA/JSP’s strategy to replace the SWG follows DISA’s strategic guidance of, “Adopt before we buy and buy before we create” (DISA 2020, 19). Following this direction, “if the solution is not available or scalable, the agency buys it from industry partners” (DISA 2020, 19). Furthermore, “DISA is leveraging the benefits of cloud across all services and capabilities by investing in commercial cloud capabilities” (DISA 2020, 19). Therefore, without an adoptable solution, JSP is investigating the feasibility of buying a ready-made SWG solution in the form of a cloud-based service rather than creating and maintaining a traditional on-premise system.
