The nature of this action is to procure RAVEN mobile centralized servers and associated cyber operations tools required for the JFHQ-DODIN Cyber Red Team to meet its mission of force-on-force assessments to secure, operate, and defend the DODIN. These cyber operations tools provide assessments to JFHQ-DODIN leadership and authorizing official commanders with an operational risk to the mission, the DODIN, and cybersecurity service providers (CSSPs).

NOTICE OF INTENT The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with FedData Technology Solutions, Inc. (FDTS). A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on beta.SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is for Remote Access Vulnerability Exploitation Node (RAVEN) mobile centralized servers and associated cyber operations tools. These server systems need to operate as an infrastructure-in-a-box, combining necessary hardware and software for inspections, allow for remote inspections when needed across the DODIN, provide sanitization between inspections, and fit in an overhead bag on a domestic flight. Additionally, these servers must provide the power, flexibility, and scalability to support various team sizes and inspection configurations depending on the inspection and mission needs. Cyber Operations Tools must be integrated into these units and include: Deranged Magician Binary Obfuscator Tool, Shadow Extract Undetectable Process Memory Dumper, Derelict Warden User Account Control Bypass, Clumsy Rival On-Target Cohabitation Scanning Tools, and Linux Persistence Grab Bag. At this time, the FDTS is the only source capable of providing the necessary products. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide these server systems must indicate their interest in writing within 15 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to beta.SAM.gov due to the sole source nature of the requirement. The North American Classification System (NAICS) code 423430 will be used for determining company size status, with a threshold of 250 employees.
