The Defense Information Technology Contracting Organization, (DITCO-PL8321), Scott AFB, IL, intends to negotiate on a sole source basis with 3E Company Environmental, Ecological and Engineering, 3207 Grey Hawk Ct, Ste 200, Carlsbad, CA, 92010-6664 USA, for the procurement of 3E Optimize (formerly Ariel) subscription license and support renewal. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies and services will satisfy agency requirements.
