DISA/OCM6 has a need for Modeling, Simulation & Analysis support, as well as software engineering services to maintain the Joint Communication Simulation System (JCSS) for the Department of Defense (DoD). The work consists software development, software testing, model verification and validation, and helpdesk support. JCSS is a network, application, and wireless performance-modeling tool. Model building is a specialized software engineering skillset. Software developers supporting JCSS must have expertise in model building as wells as C/C++ development. The helpdesk services provided will be tier 3/4 requiring advanced knowledge of the JCSS software and code. The anticipated period of performance for this requirement is as follows: Base Period: September 18, 2019 - September 17, 2020 Option Period 1: September 18, 2020 - September 17, 2021 Option Period 2: September 18, 2021 - September 17, 2022 Option Period 3: September 18, 2022 - September 17, 2023 Option Period 4: September 18, 2023 - September 17, 2024 Contract Award Number: To be determined. Contract Award Dollar Amount: Not Available. The intended source for this requirement is Riverbed Technology, Inc. DISA has a requirement to produce a DoD network communications modeling software (JCSS) and provide technical support/bug fixes for the software. The development of the JCSS software is performed by Riverbed Technology due to the proprietary nature of software JCSS is based upon and only Riverbed has access to the Modeler source code. Riverbed is uniquely qualified due to its proprietary modeler software and proprietary intellectual property. Because of these unique circumstances, only Riverbed can modify this code and maintain interoperability.
