This is a notice of intent to negotiate a sole-source contract with AT&T for specialized communication services for aircraft across the Continental United States. The services involve operating and maintaining the Northstar Network, which provides secure voice, video, and data access to DoD networks. The primary place of performance is at two Special Government Operation Centers located at Offutt AFB, NE, and Waldorf, MD. The incumbent contract is a firm-fixed-price agreement with a performance period from July 2021 to June 2026.
