SOURCES SOUGHT ANNOUNCEMENT 822114126 The Defense Information Systems Agency (DISA) is seeking sources for a new requirement, 1Gigabyte (GB) Internet Connection and Domain Name System (DNS) Service for the George C. Marshall Center. CONTRACTING OFFICE ADDRESS: DISA, Defense Information Technology Contracting Organization (DITCO) – Scott 2300 East Drive Building 3600 Scott AFB, IL 62225-5406 United States INTRODUCTION: This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of small and large businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. The George C. Marshall European Center for Security Studies (GCMC) is seeking information for potential sources for a dedicated Internet connection and associated services. The successful Vendor will be expected to interface with the existing network infrastructure and replace the current vendor hardware and configuration with no more than 1-hour downtime during the cut-over period. This is a new requirement that is urgently needed and will need to be completed before 01 September 2021. To ensure DISA can meet the requirements for a dedicated Internet connection and associated services, the selected source will provide data connection to Marshall Center with speeds equal to or greater than 1GB. Connectivity will be provided to Gernackerstr2 82467 Garmisch-Partenkirchen Germany BLDG 101 RM110 (Data center) to the Marshall Center Staff and participants. CONTRACT/PROGRAM BACKGROUND: Contract Number: HC1013-18-P-0003 Contract Type: Firm Fixed Price (FFP) Incumbent and their size: T-Systems International GMBH, Large Method of previous acquisition: Full and open competition Period of performance: November 1, 2018 – August 31, 2021 Current contract provides 1Gigabyte (GB) Internet Connection and Domain Name System (DNS) Service for the George C. Marshall Center. REQUIRED CAPABILITIES: Project Cabling: All facilities between vendor's commercial communications interface point and termination location shall be provided by contractor. All cables shall be run in accordance with local site standards (i.e. State, County, City and U.S. Department of Defense (DoD) standards). Telecommunications Service: The contractor shall provide end termination equipment in the Marshall Center server room (Gernackerstrasse 2, Bldg 101, Room 106, 82467 Garmisch-Partenkirchen, Germany). End termination interface will be RJ-45 Ethernet or LC fiber Bandwidth/Internet Protocol: The contractor shall provide Internet access 24 hours a day, 7 days a week with no more than a 2% downtime. The circuit bandwidth shall be 1GB or higher. The vendor shall provide at least thirty-two (32) static IP addresses. Domain Name Service: The contractor shall register and publish the marshallcenter.org domain publicly, provide public DNS services for the Marshall Center network and publish DNS addresses for Marshall Center services that have public DNS addresses, such as email and web services. Customer Support: The contractor shall present the Network Manager with phone numbers and contacts of Network Operations Center (NOC) personnel, monitor the circuit and provide a 24/7 technical support hotline. SPECIAL REQUIREMENTS N/A SOURCES SOUGHT: The North American Industry Classification System Code (NAICS) for this requirement is 517311, Wired Telecommunications Carriers (https://www.naics.com/search/), with the corresponding size standard of 1,500 employees (https://www.sba.gov/document/support--table-size-standards). To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering. Please outline how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company’s areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.
