Synopsis This Pre-Solicitation Notice serves as notification to industry of the upcoming Request for Proposal (RFP) package for Defense Information Systems Agency (DISA) Voice Internet Service Provider (VISP) Telephony Services, hereafter referred to as DISA VISP. The scope of the DISA VISP acquisition is to obtain an IP based networking and telephony infrastructure and services to support intra-net and inter-net calling and regional Direct Inward Dial blocks for DISA VISP subscribers, and application layer telephony services. The contractor shall provide SIP Trunks to the VISP Public Switched Telephone Network (PSTN) gateways (PSTN-GW). The contractor shall route both internal calls and global PSTN calls to and from all VISP PSTN-GW locations. The contractor shall establish and maintain primary and alternate PSTN-GW Hub sites for each region and enable intra-regional configurable failover. The contractor shall provide off-net calling, Mobile Termination services, SIP trunking services, and network access.The customer regions are: United States Indo-Pacific Command (USINDOPACOM) excluding Hawaii, U.S. Central Command (USCENTCOM) / U.S. European Command (USEUCOM) / U.S. Africa Command (USAFRICOM), Hawaii, and U.S. Northern Command (USNORTHCOM) / U.S. Southern Command (USSOUTHCOM). The solicitation and resulting contracts will consist of base periods of 6 years with four, 1-year option periods. Defense Information Technology Contracting Organization (DITCO) intends to negotiate four, firm fixed price single Indefinite-Delivery, Indefinite-Quantity (ID/IQ) type contracts. DITCO anticipates to make award selection of this competitive acquisition by utilizing Full and Open Competition, FAR Part 12, Lowest Price Technically Acceptable Source Selection Process. The anticipated date for release of the RFP package is third quarter fiscal year 2021.
