The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO), Mobile Satellite Section (PL8221) received a sole source justification from Army Program Manager Mission Command (PM MC) for the development of a Low Earth Orbit (LEO) (Iridium) satellite Managed Access capability, including transceivers to demonstrate the capability, to Iridium Satellite LLC, 8440 S River Pkwy, Tempe, AZ 85284-2605. The North American Industrial Classification System (NAICS) number is 541519 and the business size standard is $27.5 million. Authority for use of other than full and open competition: 10 U.S.C. ยง2304(c)(1) and FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for Army PM MC. a. Iridium Satellite LLC is the only approved source for Managed Access (Iridium) for PM MC. The satellite owner/operator, Iridium, has not licensed or authorized third party providers to develop the service. The Government envisions a multi-phase development and evaluation structure including a base period and multiple subsequent option periods, with a maximum period of performance of 36 months. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. In order for a response to be considered, the submission must support the source's claim they can provide this service, including written approval, license, or authorization agreement from Iridium Satellite LLC. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 2:00 pm Central Time (CT) on 19 August 2019. Responses received after this will be considered late and will not be evaluated.
