INTRODUCTION The Naval Air Warfare Center – Aircraft Division is seeking information regarding the capabilities of potential sources for Air Traffic Control and Landing Systems (ATC&LS) Navy Precision Approach and Landing Systems (PALS). The intention of this sources sought is for market research purposes pursuant to Federal Acquisition Regulation (FAR) Part 10. PROGRAM BACKGROUND This requirement is a follow on to contract N00421-14-G-0004 for Air Traffic Control and Landing Systems (ATC&LS) Navy Precision Approach and Landing Systems (PALS). The Joint Precision Approach and Landing System (JPALS) is part of a System of Systems (SoS) comprised of ship-based systems installed aboard Nuclear Aircraft Carrier (CVN) and Amphibious Assault (LH) type ships that interface with JPALS-capable aircraft and Global Positioning Systems (GPS). When delivered, JPALS will provide the minimum acceptable capability to support the joint military requirement and safeguard the future precision approach and landing capability of any JPALS-capable aircraft during operations at sea in virtually any weather condition within aircraft limitations. The ships equipped with JPALS, together with JPALS-capable aircraft, will support the Joint Force Commander’s vital sea-based combat capabilities across a broad range of military operations in an uncertain future. JPALS comprises two systems, an Aircraft System (AS) and a Ship System (SS). A Space Segment (necessary for JPALS but not under the control of JPALS) provides the AS and SS with GPS satellite signals (pseudo-random noise ranging code and GPS navigation message data). The SS is a system consisting of the hardware and software to augment the GPS. The SS provides GPS augmentation, navigation, and Air Traffic Control (ATC) data to the AS for processing to execute a precision approach and landing, and for ship relative navigation. The SS also provides aircraft surveillance and wave-off data to ship platform systems. JPALS is a survivable, maintainable, and interoperable GPS based system that supports the war-fighter under all adverse weather conditions; including when ceiling and visibility are limiting factors. REQUIRED CAPABILITIES These efforts will include the services and supplies associated with the fabrication, modification, repair and replacement of specified components, assemblies and associated hardware required to support Navy Precision Approach and Landing Systems (PALS), Joint Precision Approach and Landing Systems (JPALS), Automated Aerial Refueling (AAR), Unmanned Combat Aerial Systems (UCASS), Unmanned Carrier-Launched Airborne Surveillance and Strike (UCLASS), and Rockwell Collins navigation and communication equipment. These requirements will also entail engineering, upgrades, restoration, maintenance, and fleet support activities to return the system to a level of serviceability comparable to a new system and/or meet new requirements. This effort shall include previously produced and delivered navigation and communication systems and equipment comprised of fault isolation, assembly, disassembly, and refurbishment of parts, components, assemblies, and material associated with the navigation and communication systems. In addition, technical and engineering support for the systems Fleet Support Team (FST) and the In Service Engineering Activity (ISEA) will be required to assist them in their efforts to support Department of Defense (DoD) utilizing the navigation and communication systems. ELIGIBILITY The preferred NAICS for this requirement is 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The product service code (PSC) is J017. SUBMISSION DETAILS Interested vendors should submit their capabilities statement in a document of no more than four (4) pages containing no smaller than ten-point font. This document shall demonstrate the capability to meet the required capabilities noted in this posting, including specifically addressing each of the capabilities in items a-e above. Additionally, all responses shall include Company Name, CAGE Code, Address, Business Size, and Points-of-Contact (POCs) including name, phone number, fax number and mailing address.
