SOURCES SOUGHT NOTICE UPDATE Naval Surface Warfare Center Carderock Division (NSWCC) Hydraulic Oil Cooling System Replacement Naval Surface Warfare Center Carderock Division (NSWCCD) is conducting a sources sought to identify potential manufacturers of a hydraulic oil cooling system. Purpose of this Sources Sought: This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this notice. The purpose of this sources sought is to identify potential sources, including company's business size classification. Responses to this source sought will be used by NSWCCD to influence acquisition decisions which may include: use of sole source or competitive bid procurement process; small business set-aside (small business, large business, or small disadvantaged business), and which acquisition procedures are best suited for this procurement. Hydraulic Cooling System Requirement Background: NSWCCD's Ship Structures Test and Evaluation Branch (Code 653) is in search of replacement for a hydraulic oil cooling system which supports the hydraulic pump system for the facility's Structural Evaluation Lab. The Structural Evaluation Lab has two closed loop hydraulic oil forced air heat exchangers that sit on the roof of the pump room, five feet above ground. They are used to cool oil for two 1,000 gallon reservoirs. Each reservoir supports 4 variable displacement hydraulic pumps, each operating at up to 3,500 psi. At 3,500 psi each pump is capable of 50 GPM flow. Typical usage is two pumps running at a time, however the capacity to run all eight pumps at once is required. The pumps feed a manifold on the test floor that can be used to apply hydraulic pressure to a multitude of linear actuators. NSWCCD is looking for manufacturers to replace the cooling system for the hydraulic system described above and eliminate the current environmental risk due to the hydraulic oil being pumped outside of the pump room and through the forced air heat exchangers. Specification/Statement of Work (SOW): A SOW draft and a document containing additional information is attached to this sources sought to assist vendors and manufacturers with understanding NSWCCD's hydraulic cooling system requirements. Please email Ms. Patricia Vara at patricia.vara@navy.mil to obtain additional documents. Responses: Responses shall include: A site visit was held on 5 March 2019. The site visit provided interested parties with an opportunity to visit the Structural Evaluation Lab and survey the existing equipment. All additional information from the site visit shall be made available on the Federal Business Opportunities website following the visit. Any interested parties should submit an information package up to thirty (30) pages in electronic format (Adobe PDF or equivalent) not including appendices no later than thirty (30) days after additional information from the site visit is available on the Federal Business Opportunities website to Patricia Vara at patricia.vara@navy.mil . It shall include detailed descriptions of potential system solutions. A limit of 5MB per submittal is requested. Materials linked to URLs may not be accessible to U.S. Government evaluators. Responses shall include: 1. Company name, website, and physical address. 2. Point of contact, phone number, and E-mail address. 3. Cage number (if applicable) and DUNS number 4. Company size e.g. small business, large business, or small disadvantaged business 5. Company capability statement to provide any possible exceptions to the requirements in the SOW. This statement should include at a minimum the following: a. Experience manufacturing/installing cooling systems b. Part numbers, system costs, and other information the manufacturer deems relevant. c. Expected lead time for delivery and installation after contract award, including estimated individual system down time and phasing of installation.
