Notice ID:632675877

DISA’s PAE C3E is conducting a sources-sought market research effort to identify small and large businesses capable of providing technical, engineering, and administrative support for EMS IT Modernization. The anticipated period of performance is 15 Feb 2027 through 14 Feb 2031, consisting of a 12-month base period and three 12-month option periods. Work will primarily be performed at the contractor’s site, with some contractor support required at PAE C3E, DISA Headquarters, Fort George G. Meade, MD. Required capabilities include user-centric design for tactical/DDIL environments, EMS mission workflow optimization, integration of physics-based modeling and simulation into cloud/edge environments, interoperability with Joint C2 and Tactical Fires systems, and AI/ML-assisted legacy data preparation. Vendors must have a Secret facility clearance, personnel must have a minimum Secret clearance at performance start, and responses should address the draft PWS and required capabilities, including potential joint venture or partnering arrangements.
