DISA/DITCO intends to negotiate a sole-source, firm-fixed-price contract with Dataminr, Inc. for annual software licenses and support for the proprietary First Alert Advanced AI-powered intelligence platform. The contract would include a 12-month base period and four 12-month option years, covering 50 base individual-use licenses with up to 21 optional licenses for joint Government operations. The platform provides real-time AI capabilities including predictive intelligence, corroboration across over 200,000 public information sources, and anomaly detection of aircraft ADS-B transponder signals. Dataminr is considered the only responsible source because the requirement relies on proprietary data feeds, closed-source algorithms, and exclusive OEM intellectual property, with no authorized resellers.
