This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. The Defense Information Systems Agency (DISA) is seeking sources for the maintenance and enhancement of Spectrum Technology Testbed Initiative (STTI) Modeling and Simulation (M&S) software utilized by the Defense Spectrum Organization (DSO). The DISA DSO is seeking information for potential sources to maintain and enhance the existing analytical capabilities of STTI M&S software in support of DoD Spectrum Management/Planning, Electromagnetic Environmental Effects (E3) studies, Electronic Warfare (EW), and the acquisition communities. The anticipated timeframe for this requirement is April 2022 – April 2027; one base year followed by four option years. The primary place of performance will be the contractor’s facility located within the National Capital Region (NCR), with periodic local travel to DSO facilities within NCR, including 2004 Turbot Landing, Annapolis, MD 21401.
