9/17/2020 Update: The purpose of this amendment is to notify Industry that the Government intends to compete this requirement as F&O under beta.sam.gov. The Government is seeking sources for the Defense Spectrum Organization (DSO) Electromagnetic Spectrum (EMS) Acquisition and Analysis Support. This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. The DISA DSO is seeking information for potential sources for EMS Acquisition and Analysis Support. The Contractor shall perform spectrum supportability risk assessments, conduct spectrum analyses, prepare spectrum certification documentation, perform engineering measurements, conduct MIL-STD testing, and provide other Electromagnetic Environmental Effects (E3) engineering services in support of Department of Defense (DoD), National, and Allied developed and/or sustained spectrum-dependent programs. The Contractor shall also conduct E3 analyses for the installation of private sector telecommunications services on Federal property.
