This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services. The DISA Services Directorate (SD) Business Systems Program Management Office (PMO) is seeking information for potential sources for full life-cycle application management of a business application in support of Defense Information Systems Agency (DISA) internal and external stakeholders. SD has a requirement to provide full life-cycle application management of the Telecommunication Services Enterprise Acquisition Services (TSEAS) Inventory and Billing (TIBI) application. The anticipated Period of Performance is 28 Jan 2026 - 26 Feb 2031. The anticipated Place of Performance is: Work will be performed at either the Defense Information Technology Contracting Office 2300 East Dr Scott AFB, IL 62225-5406, the Government’s site (DISA/RM, 2300 East Drive, building 3600, Scott AFB, IL 62225), the contractors office (TBD) or an approved residence of a contractor performing work for DISA. Each contractor for the TIBI contract will be required to take DISA required telework training, maintain a workspace that is clean and dedicated to DISA work, use only Government Furnished Equipment (GFE), and must be approved by the Contracting Officer and/or the Contracting Officer Representative.
