DISA is seeking information on technology upgrades and solutions to the existing Soft Switch backbone network infrastructure operated within the Department of Defense (DoD). The objective is to introduce a Session Initiation Protocol (SIP) based policy engine routing solution consisting of a primary and subtended instance of core policy engine technology that can ensure continuity of operations in the event of a single policy engine and/or Session Border Controller (SBC) failure. The SBCs and Policy Engines will be interconnected securely via the unclassified Defense Information Systems Network (DISN) Multi-Protocol Label Switching (MPLS) Internet Protocol (IP) backbone. DISA is seeking options where the policy engine solution could be deployed within a DoD data center, a FedRAMP IL5 hosted environment, or a hybrid combination. UPDATE #1: March 15, 2023 - Questions and Answers have been added to the RFI attachments. UPDATE #2: March 30, 2023 - Due date for RFI responses has been extended to April 13, 2023 at 10:00 AM ET. UPDATE #3: August 02, 2023 - The DISA Soft Switch Backbone Modernization requirement will be competed via the Small Business (SB) Suite on the SETI IDIQ. The RFP is anticipated to be posted in August 2023 with a projected award date of September 2023. The Government is NOT asking for additional responses.
