Description: The Naval Facilities Engineering Command (NAVFAC) Europe Africa Central (EURAFCENT) Command is seeking potential sources that are capable of providing services at US Naval Support Facility Romania, Military Base, Deveselu, Romania. The work will be the supply of spare parts and Missile Defense maintenance requirements, which have specialized Original Equipment Manufacturer (OEM) guidelines that must be followed in order to maintain manufacturer warranty and proper equipment operation. Classification System (NAICS) code is 561210, Facilities Support Services and the Product and Service Code (PSC) is S216, Housekeeping – Facilities Operations Support. The proposed services are as shown below. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, and transportation, except otherwise specified herein, necessary to perform the requirements. 1. Aerial Work Platform (AWP): The Contractor shall maintain an aerial work platform (AWP) that can extend to one hundred eighty-five feet (185 FT) minimum that can be readily produced within twenty-four hours (24 Hrs.) of notification. The Contractor shall provide the necessary amount of competent, licensed qualified and/or certified personnel required to operate the aforementioned AWP within twenty-four hours (24 Hrs.) of notification. 2. Fiber Optic Technician (FOT): The Contractor shall provide a minimum of one qualified Fiber Optics Technician (FOT) to support the troubleshooting (problem identification) of the Fiber Optic network of the Mission Critical Support Systems (MCSS). The FOT shall be capable of identifying breaks, evaluate fiber end faces, as well as measuring optical losses with various fiber optic testers between MCSS equipment as well as between the various modules of the MCSS. The qualified FOT shall be certified by either of the following agencies: a. Electronics Technicians Association (ETA International): www.eta-i.org i. Level of Certification: Fiber Optics Installer (FOI) b. Fiber Optic Association (FOA): https://www.thefoa.org/cfot.htm i. Level of Certification: Certified Fiber Optic Technician (CFOT) 3. Original Equipment Manufacturer (OEM) Site Visit: The Contractor shall schedule, coordinate and conduct site visits of the Mission Critical Support Systems (MCSS) with the Original Equipment Manufacturers (OEMs). Contractor must have professional knowledge & skillset to perform maintenance and repairs on all of the OEMs for the MCSS. Examples of OEMs include: a. Thermocold/Interheat b. Air Rover c. CAT-ISO/SEL d. EPI e. ABB f. Eneria CAT g. Fluid Solutions h. Vycon i. Schneider Electric Critical Systems j. Eaton k. USIDC l. Federal Resources The Contractor shall schedule, coordinate and conduct these site visits with the OEMs to coincide with Aegis Ashore Continuous Maintenance Availability (CMAV) to the greatest extent possible. The Contractor shall schedule, coordinate and conduct these site visits with the OEMs according to the recommended periodicity and recommended durations as outlined in the Recommended Maintenance/Groom Plan for Specialty OEMs. The Contractor shall schedule, coordinate and conduct these site visits with OEMs according to the Phased Support Plan as detailed in the Recommended Maintenance/Groom Plan for Specialty OEMs. Effort for each OEM site visit shall include: OEM-specific maintenance/groom, minor system corrections or Engineering Change Request (ECR) support, system obsolescence review and firmware updates (where applicable and approved). The Contractor shall provide a list of required upgrade/update to COR on a quarterly basis. 4. Critical Spare Management: The Contractor shall maintain a minimum inventory and quantity of MCSS critical spares as identified in the Aegis Ashore Romania (AA-RO) or Aegis Ashore Poland (AA-PO) MCSS Recommended Minimum Critical Spare Inventory List. Upon consumption of a MCSS critical spare, the Contractor shall replenish that spare as efficiently as possible. The Contractor shall be responsible for critical spare replenishment up to the $5,000 Limit-of-liability for each spare. Anything beyond that limit of liability will require an additional Delivery Order. For parts with an associated National Stock Number (NSN), the Contractor shall prioritize use of the Navy Supply system, if possible or practical (given certain long lead times), for replenishment. The Contractor shall maintain a current MCSS Critical Spare Inventory List of all parts contained in the General Purpose Warehouse #2 (GPW2). The current MCSS Critical Spare Inventory List shall be organized according to parent system/component (ex. Chiller, 60Hz Diesel Generator, Building Automation System [BAS]), description, manufacturer, part number, and NSN, where applicable. Current quantities of each component shall also be listed. The current MCSS Critical Spare Inventory List shall also contain columns for part usage/consumption per quarter. Any part considered Information Technology (IT) shall be purchased from OEM Authorized Distributors only. 5. Universal Control Console (UCC) Operator Qualification: The Contractor shall have all UCC Operators complete the Aegis Ashore (AA) UCC Operator Familiarization Training utilizing the resident AA MCSS Training Workstation. The Contractor shall expect one (1) eight-hour day for a new operator to complete this training. Upon completion of the UCC Operator Familiarization Training and still prior to operating the AA-UCCs, each UCC Operator shall perform a total two hours of UCC operations while connected to the installed AA MCSS On-Board Trainer. Upon completion of both above initial training requirements, each UCC Operator shall score an 80% or higher on a 25-question, UCC Operator proficiency test provided by Navy personnel. 4. Each UCC Operator shall be required to requalify on an annual basis by continuing to score an 80% or higher on a 25-question, UCC Operator proficiency test provided by Navy personnel. 6. Contractor must provide personnel with a secret clearance to work on the facility. Contractor must be able to gain base access and perform work in the country of Romania and comply with all applicable laws and regulations within Romania. The resultant contract for this acquisition, if any, will be a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) line items. The contract term will be a base period of one year, with four (4) one-year option periods. The recurring base year requirement will be the overall minimum guarantee. Firms having the capability to perform this work are invited to submit qualifications information, limited to five (5) pages (8 1/2” x 11”), and are requested to complete Attachment 1: Statement of Interest Questionnaire no later than 13 July, 2022 11:00 AM (+2 GMT).
