Develop an improvement to the maneuver trail starting at the southeast corner of Group 7 and running west along the southern perimeter of Group 7 and will end at South Service Rd. in Load Line 1, located at Camp James A. Garfield Joint Military Training Center (CJAG), once all phases of the project are complete. This project is only for Phase 4 of that length of trail. As shown on construction drawing sheet C-110. The work area is to be between stations 19+00 to 25+50 or 17+00 to 25+50, approximately 650-850 feet. The task includes all associated earth work, fence demolition, culvert installation, and site restoration. The Period of Performance (POP) for this project will be 300 days from the issue of NTP. There is a mandatory site visit on August 19th at 1:30 pm EST. NOTE: All Questions must be submitted in writing no later than September 2 2021 at 1700. Bid Opening Information. No bids will be accepted via Email or FAX or by mail (FedEx or UPS). Email: Bradley.a.wahl.civ@mail.mil Synopsis: CJAGJMTC requires a contractor who will be responsible for planning and executing the improvement of CJAGJMTC maneuver trail in Group 7 with a Base Bid amount of 650 linear feet of existing trail along the southern perimeter of Group 7. This project will be broken down into the base bid and Alternate options of various linear feet and work scope. Background The purpose of this project is to improve an existing trail along the south perimeter of Group 7 (Training Area 71) to eventually connect to South Service Road. This project is for Phase 4 of that trail. Once fully completed and all phases constructed, the improvements will provide better connectivity among training areas. The improvements will also contribute to long term sustainable use of training areas and will help avoid and/or minimize negative impacts to the environment and associated costs. The maneuver trail will have a surface hardened with stone. Some culvert replacement and installation is required as well as other drainage improvements. The trail must be able to accommodate a tractor trailer hauling heavy, tracked military equipment (tanks, bulldozers, etc.) and support the weight and movement of an M1A1 Abrams battle tank at 80 tons. Antiterrorism Measures are to be included in accordance with the DOD Minimum Antiterrorism for building standards. Our plan is to have one contractor be responsible for all work in the scope. This procurement will be an open bid, awarded to a responsible construction business. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. USPFO-OH intends to issue a solicitation and award of a contract to “ITAM TRAIL on CJAGMTC”. Project Scope. Project site is located on the Camp James A. Garfield Joint Military Training Site (CJAGJMTC), 8451 State Route 5 Ravenna, Ohio 44266. The magnitude of this project is between $500,000 and $1,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 11 June 2021. This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form (see attached) and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
