The proposed contract action is for the MOTCO Resident office building which provides the resident staff a consistent operations hub that is outside of all the safety blast arcs associated with the MOTCO installation mission. The office provides necessary data and communications infrastructure for multiple office buildings for the United States Army Corps of Engineers (USACE) Sacramento District (SPK) and San Francisco District (SPN) personnel operating at MOTCO. The current temporary office building is needed in June 2021 for at least five consecutive years. The specific requirements are as follows: 1440 square feet of office with normal office amenities (Heating, Air Conditioning and ventilation system, doors with locks, windows with screens, functioning restrooms, kitchen/break area, and supervisory offices). The office also requires an Army communication security compliant phone and data system connected to each office and each workstation. The building data infrastructure also requires continuation of services through the current building and into the adjacent SPN building. Continuous facility operations have been designated mission essential and must continue.
