This is a pre-solicitation notice to determine possible sources and provide contractors a notice of intent to release a Request for Quote (RFQ). If your company is interested in the subject requirement, please refer to the instructions below. The U.S. Government intends to solicit for the quotes for the acquisition of products under a prospective firm-fixed price contract for supplying of #18 Level IV (MST4) 36 in. Ballistic Shields, with delivery FOB Destination Aviano Air Base, Italy or FBO Destination Consolidation Point. The subject product shall be acquired using FAR Part 12 procedures for the Acquisition of Commercial Items. FAR Part 13 Simplified Acquisition Procedures shall govern this competitive acquisition. This acquisition is subject to the availability of funds. The Contractor shall furnish all management, tools, equipment, and labor necessary to ensure proper delivery of performance meeting products in accordance with technical requirements. The technical requirements of the Ballistic Shields are subject to changes prior to release of the Request For Quote (RFQ): Must provide protection against UL Level 8, NIJ Level IV, and UL Level 10; Must be mobile in movement in all directions as well transportable utilizing conventional hitching and towing; Must be tan in color; Must have All Terrain wheels for moving; Must come with a warranty of 10 years or more; Must be at least 7 ft in height; Must be capable of locking in place; Must provide enough room for (1) person to be enclosed; Must have ballistic windows in the front portion; Must have front, side, and top protection no lower than 60 degrees; Must be coated to protect from rust in the elements; Must have certified steel and ballistic components; Must be at least 36" wide; Must be collapsible for transport on a tow hitch. Companies are encouraged to familiarize with the various requirements of the product, ask questions or give suggestions. Exchanges with interested parties are highly encouraged in order to improve the understanding of the Government requirements and industry capabilities. In order to be deemed responsive, interested companies shall conform to the general and specific quote preparation instructions which are bound to include BUT ARE NOT LIMITED TO the document the evidence of the following: Acknowledge of compliance with all solicitation terms and conditions, Completion of representation and certifications, Company’s active registration on the System for Award Management (SAM), to ensure products are provided in accordance with the technical requirements of the RFQ commonly accepted commercial practices and pertinent relevant Prior Experience. The Solicitation will be posted via www.SAM.gov tentatively on April 2022. Questions must include reference to the pre-solicitation text in discussion.
