THIS A PRELIMINARY MARKET RESEARCH: NOTICE TO INTERESTED PARTIES/SOURCES SOUGHT This Sources Sought/Request for Information (RFI) is being issued in accordance with Federal Acquisition Regulation Part 10, Market Research. It is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the Air Force. This market survey is conducted to identify potential sources capable of meeting the requirements for providing a fully IP-based integrated console HIPATH 8000 system or equal for Aviano Air Base, Italy. The Air Force welcomes responses from all interested parties. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of the Air Force's review of the information received. Additionally, the Air Force does not intend to hold discussions concerning this RFI with any interested parties. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. However, the Air Force reserves the right to contact one or more of the respondents if additional information is required or to request demonstrations. Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation if issued. This announcement is Government market research and may result in revisions in both its requirements and its acquisition strategy based on industry responses. The information provided in the RFI is subject to change and is not binding on the Government. DETAILS: This requirement serves to design, furnish, install, and test the HiPath 8000 integrated console system (ICS) or equal for the 31st Fighter Wing (FW) primary Command Post (CP). This will be a complete turn-key Integrated Console System (ICS) installation by the Contractor. Vendor must be able to provide and have installed an ICS to support enhanced communications from the 31 FW/CP as detailed in the attached SOW. This system must include 1 year of maintenance warranty for one year beginning after the system acceptance date. All interested parties shall submit a capabilities package. Interested contractors shall submit up to a maximum 4-page capabilities document. The capabilities package shall be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. The package shall include not only capability, but also a summarized plan of how the capabilities will be met. Responses to these notices are not offers and cannot/will not be accepted by the Government to form a binding contract. All submissions become Government property and will not be returned. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. The National American Industry Classification System (NAICS) code for this acquisition is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. If the Government decides to award a contract for this effort, a solicitation will be issued at a later date.
