A. SYNOPSIS Strategic Systems Programs Office (SSP) intends to issue a sole source, Cost Plus Fixed Fee, Level of Effort, new procurement modification incorporated into contract N00030-17-C-0001 with BAE Systems Technology Solutions & Services Inc. (BAE) for continuation of on-going Enterprise Information Management (EIM) systems engineering and technical support services. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As BAE presently provides EIM systems engineering and technical support services under contract N00030-17-C-0001 awarded in October 2016, BAE is the only known source with the requisite knowledge and experience with SSP's enterprise data communications requirements, information technology (IT) infrastructure, and SSP's EIM content management system requirements to perform and continue the on-going EIM systems engineering and technical support service requirements. This Sources Sought Notice (SSN) is being issued to satisfy the requirements of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d) and to identify any other potential and eligible sources capable of fulfilling the EIM requirements detailed in the enclosure (1) EIM Statement of Work (SOW) and summarized in paragraph B below. Companies capable of performing the enclosure (1) EIM SOW requirements and with the requisite experience may submit capability statements in accordance with the content requirements outlined in paragraph C below. NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The Government is not obligated to and will not pay for any information received from potential sources as a result of this ssn. B. REQUIREMENT • Provide systems engineering and business process re-engineering (BPR/Business Modeling), business case analysis, and implementation of process improvements for SSP documentation and information management. This includes support for the discovery, retrieval, conversion, archival, and implementation of an improved SSP technical documentation and information environment, in support of the SSBN Strategic Weapons System (SWS); • Provide systems engineering configuration management requirements, plan and assist with the implementation improvements to the SSP Technical Document and Information Management System inclusive of planning, integration, and operations of SSP content repositories and other information management systems; • Provide technical support for the planning, design, implementation, and sustainment and maintenance of document management and workflow services in support of SSP electronic business models; • Compile and document the SSP enterprise data requirements for collection and analysis, and translate these requirements into specific enterprise infrastructure system designs that integrate with legacy systems. C. CAPABILITY PACKAGE SUBMITTAL REQUIREMENTS Capability statements shall be submitted in Microsoft Word for Office 2000 compatible format or PDF format and are due no later than 10 May 2019, 1600 EST. The capability statements shall not exceed five (5) pages in total, using 12-point Times New Roman and 1" margin and shall be submitted via e-mail to Dan Vola, Contracting Officer, at daniel.vola@ssp.navy.mil. ALL capability statement submittals shall include the following information: C1. Capability Information: • Specifically identify your company's subject matter expertise, capability, and experience performing the EIM requirements as identified in the enclosure (1) EIM SOW; • Identification of related past performance information performing EIM support services directly related to the EIM requirements identified in the enclosure (1) EIM SOW; • Identification of current contracts performed providing EIM services directly related to the EIM requirements identified in the enclosure (1) EIM SOW. C2. Administrative Information (not included in the page count identified below): • Company Name and Address; • Size of business, including; total annual revenue, by year, for the past three years and number of employees; • Ownership, including whether: Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, Veteran Owned and/or Service Disabled Veteran-Owned Business (as applicable) • Number of years in business; • Two points of contact, including: name, title, phone, and e-mail address; • Cage code, DUNS Number (if available), primary NAICS code; • Identification of which NAICS code(s) you currently provide similar EIM services; • Identification of whether your company has or does not have an approved accounting system as defined in the Federal Acquisition Regulation (FAR).
