NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. B. INTRODUCTION The information provided in response to this sources sought notice will be used to complete Strategic Systems Programs (SSP) market research in an effort to identify any other potential and eligible Contractors capable of fulfilling potential requirements described in Paragraph C. NOTE: The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This sources sought notice is not a solicitation. C. REQUIREMENTS 1. 360-Degree Assessment. 360-Degree Assessments are designed to measure an individual's strengths and areas of development and correlate those results to significant organizational outcomes. The assessment is conducted by allowing participants to answer questions about their own leadership capabilities. Their selected raters, which include managers, peers and direct reports, answer the same questions about them. The feedback is then collected and analyzed. Contractor shall provide an electronic Commercial Off-The-Shelf (COTS) tool that has the following capabilities: (1) Administer assessment including inviting and tracking participants and gathering all feedback. (2) Generate reports related to the assessment to include gap scores, strengths, normative comparison, and aggregate reporting. (3) The ability to re-assess participants 9-18 months after the initial 360-degree assessment to determine developmental progress. Contractor shall also provide customer support to participants using the electronic COTS tool. 2. Executive Coaching. Contractor will provide coaching services to mangers, supervisors, and personnel interested in leadership roles with emphasis on maximizing staff's potential by working on their perceptions, self-confidence and creative drive. Contractor shall: (1) Use feedback captured in 360-degree assessments to help participants understand their strengths and development needs. (2) Establish an approach to appropriately match coaches to individuals. (3) Facilitate and coordinate the process of connecting individuals with coaches. (4) Assist individuals in setting goals aligned with the mission of the organization. (5) Assist in developing documentation (e.g. reports, marketing materials, and communications) to enable the Executive Coaching program to maintain an enduring presence in the organization's Human Capital Plan. (6) Promote continuous learning and development with an emphasis on soft skills. (7) Recommend resources such as readings materials and on-line learning resources (readings, Ted Talks, etc.) to enhance leadership capabilities. (8) Executive Coaching will also include: (a) Feedback and Planning Meetings (b) Post-engagement Feedback 3. Organizational Effectiveness Consulting. Organizational Effectiveness Consulting will enhance the organization's ability to achieve its goals by identifying key performance drivers, assessing existing issues to diagnose root causes, developing comprehensive solutions for closing performance gaps and sustaining the results, and assisting in implementing solutions. The Contractor shall: (1) Provide support for functional strategy development across business operations, including process improvement, finance and budgeting, human resources, contracting and procurement, information technology, change management, and other areas. (2) Formulate and execute strategies by building a compelling business case for change, devising a detailed implementation roadmap, efficiently and effectively managing the change process, and measuring progress against relevant metrics. (3) Help command adopt a mindset that serves SSP's users with implementing a product vision that continually improves. (4) Work with stakeholders to facilitate activities that help create change and improvement. D. RESPONSE DEADLINE Interested sources will submit a brief capability package by 12:00 p.m. Eastern on March 8, 2019 (10 pages or less) containing: 1) Company Name and Address, 2) Company Point of Contact, 3) Email Address, 4) Phone Number, 5) Company's CAGE code and DUNS number, 6) specifics addressing the tasking listed above and the company's capability to meet them, 7) identify an electronic COTS 360-degree assessment tool that meets the requirement above, and 8) past performance demonstrating the tasks required above. If Contractor cannot address all three requirements the Contractor shall respond to the requirements the Contractor can address. Responders will indicate which portions of their response are proprietary and should mark them accordingly. It is the responsibility of the interested businesses to monitor the FEDBIZOPS website for additional information pertaining to any potential acquisition and provide security clearances if necessary.
