THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit and award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The 316th Contracting Squadron (316 CONS) intends to solicit and award a sole source contract to FLEX FORCE ENTERPRISE INC for five (5) compact, light-weight, cost-effective C UAS tool that can defeat commercial-off-the-shelf (COTS) drone threats. The system readily converts from an integrated, fixed site jammer into a man-portable jammer for dismounted troops, security teams and first responders to use during fluid, ambiguous, fast-paced encounters. These systems are capable of countering COTS as they approach Joint Base Andrews airspace and are necessary to combat threats during Principal movements as well as protection of assets. The resultant action will result in a firm fixed price contract for this requirement. The Government will not be responsible for any cost incurred in preparation of responses to this notice. A determination by the Government to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See the attached Justification and Approval for Sole Source for additional information Parties interested in this announcement shall provide detailed information of their capabilities and certifications to clearly meet the requirements stated above. Responses will be via email, to include the company’s name, point of contact, address, phone number, DUNS number, Tax ID, business size, and CAGE code. NOTE: If documents are sent via e-mail, the contractor will be responsible for validating Government receipt by contacting the Contract Specialist below. No solicitation is available and telephone request for information will not be taken. All responses must be received before 27 May 2022 1000 EST.
