RFI - Repair of C-5 COMPUTER, DIGITAL
The Government is conducting market research to identify potential sources capable of repairing/purchasing the C-5 Digital Computer (NSNs 7021015615734UC and 7021017028465UC; PNs 714180-67 and 714180-7100), which provides operator interface for onboard diagnostics and has a sustainment life cycle through 2050. The effort includes obsolete parts resolution and engineering to investigate Deficiency Reports and Material Improvement Projects while meeting form, fit, function, and interface requirements per T.O. 5A13-5-29-3 and 5A13-5-30-3. The Government lacks the data/data rights needed to compete repair and considers reverse engineering, qualifying a new source, or buying data rights uneconomical; MILTOPE Corporation is the only known repair source and original manufacturer, currently performing the repair. The contractor must furnish all material, support equipment, tools, test equipment, and services, including maintaining and calibrating support equipment at its or a subcontractor’s facility, with replacement parts equal to or exceeding original quality. Both large and small businesses, including joint ventures/teaming arrangements, are encouraged to participate in this market research, but participation does not ensure future solicitation/award and the Government will not reimburse participation expenses.
