The Department of War (DoW) Enterprise Software Initiatives (ESI) needs a faster, more objective, and reliable way to identify emerging commercial technologies, validate DoW demand, assess secure use within the DoW environment, and help vendors adapt to DoW acquisition, licensing, pricing, and business practices. Many commercial software publishers, OEMs, and technology providers are unwilling or unable to do business with DoW due to security compliance, cybersecurity authorization, unfamiliar defense acquisition and fiscal requirements, and misaligned licensing models. Current ad hoc approaches cause slow adoption, administrative burden, missed innovation opportunities, and reduced buying power. NIWC Atlantic seeks a prototype demonstrating a more effective, repeatable, measurable, and scalable method to accelerate the path from market identification to DoW-ready adoption decisions.
