Inactive Total Small Business Set-Aside (FAR 19.5)

This is a sources sought notice for market research purposes, not a solicitation, seeking small businesses capable of providing a fully mission-capable chase aircraft with a qualified pilot and observer. The contractor would accompany a remotely piloted aircraft (RPA) outside restricted airspace during takeoff, transit, pattern operations, and recovery, maintaining visual scanning, collision avoidance, and communication with both the RPA and air traffic control. The aircraft must sustain 150 knots true airspeed up to 12,000 feet, be equipped with radios for simultaneous two-frequency communication, be fully insured, and operate with beacons and strobes during day and night operations. Crew requirements include one chase-qualified pilot and one observer (two pilots if oxygen is mandated), with specified FAA certifications and medical credentials. Performance would occur at March ARB (KRIV) and the adjacent restricted airspace R-2515/R-2503.
