Project Sentinel: Joint-Service Offline Two-Person Integrity (J-SOTPI) for Tactical Systems
The Department of the Navy seeks a prototype to validate enterprise software enforcing Two-Person Integrity combined with Multi-Factor Authentication for Privileged Access Management in disconnected, heterogeneous operational networks. The solution must enable concurrent, hardware-validated dual-operator authentication locally—using physical tokens or smart cards, excluding mobile devices—to prevent single-handled critical actions like data deletion, privilege escalation, and network configuration changes. It must operate without any reliance on cellular or internet networks and support Windows, Linux, hypervisors (VMware/vSphere, Hyper-V), and network hardware. The technical response must specify required physical hardware components and supported operating system/hypervisor versions, including legacy and modern distributions. Success requires a 100% enforcement rate of dual-approvals under simulated disconnected conditions, zero commercial network dependency, and documented cross-platform compatibility.
