The U.S. Space Force/Space Systems Command intends to award a sole-source IDIQ contract to Boeing for Wideband and Narrowband Global SATCOM Sustainment (WNGSS). The contract would have a five-year base ordering period plus one ten-year optional ordering period, with an estimated total ceiling of approximately $945.9M ($480.6M base and $465.3M option) if all options are exercised. The scope covers full life-cycle engineering, sustainment, cybersecurity, modernization, and operational enhancement for multiple MILSATCOM constellations, including WGS/UFO satellite sustainment, GSCCE ground command and control support, software/database/simulation sustainment, and transition support for new space vehicles and payloads. The sole-source justification is Boeing’s status as OEM and its exclusive ownership of proprietary data, software, and infrastructure needed for sustainment, with insufficient Government data rights to support competition. Market research confirmed Boeing is the only contractor fully capable of performing the requirement without a break in critical service.
