A DD254 will accompany the solicitation and award. Invoices will be submitted through the electronic invoicing internet webite using the procedures described at : www.nsa.gov/business/programs/electronic-invoicing.shtml and will require an External Certificate Authority (ECA/IECA) PKI certificate.
