The U.S. Army Contracting Command – Rock Island (ACC-RI) in support of Computer Hardware Enterprise Software and Solutions (CHESS) program office within the Program Executive Office Enterprise in conjunction with Headquarters, Department of Army (HQDA) Office of the Chief Information Officer (OCIO) is issuing this Combined Synopsis/Solicitation to small businesses for the procurement of Horizon and Workspace One commercial product subscription licenses and software support (hereafter referred to as "Horizon”), IAW Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Products. The contract will establish an Army Enterprise License Agreement (ELA) for a three-year period (one-year base, plus two-one year ordering periods) for commercial off-the-shelf Horizon. The ELA will include product offerings for subscription licenses and support for Horizon products. This requirement is to purchase Horizon software packages, related licenses, and associated support. This requirement is issued as a 100% Small Business Set-Aside under NAICS 513210 – Software Publishers. The U.S. Government intends to award a single, firm-fixed-price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract to the Lowest Priced Technically Acceptable. The offeror shall be responsive, responsible, and adhere to all the terms and conditions of the solicitation. See attached documents named below for complete solicitation specifications. The Offeror shall submit pricing as prescribed in the Attachment 0004, Horizon Evaluation Criteria Section L & M. Attachments: Attachment 0001, Horizon Price Matrix, Attachment 0002, Horizon Clauses and Provisions, Attachment 0003, Horizon Addendum to License Agreement, Attachment 0004, Horizon Evaluation Criteria Section L_M, Attachment 0005, Horizon Question Template.xlsx. Note: Interested offerors must submit any questions concerning this solicitation at the earliest time possible to enable the Buyer to respond. Questions not received by 24 December 2024, 10:00 AM Central Time (CT) / 11:00 AM Eastern Time (ET), will not be considered. Amendment 01 to this RFP is to extend the closing date to 06 January 2025, no later than 10:00 AM Central Time (CT) / 11:00 AM Eastern Time (ET). Amendment 02 to this RFP is to extend the closing date to 08 January 2025, no later than 1:30 PM Central Time (CT) / 2:30 AM Eastern Time (ET). Amendment 03 to this RFP is to extend the closing date to 10 January 2025, no later than 1:30 PM Central Time (CT) / 2:30 AM Eastern Time (ET). Amendment 04 to this RFP is: 1. The total small business set-aside is removed. 2. Attachment 0004 is updated. 3. Provisions and Clauses document (Attachment 0002) is updated to add FAR clause 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns. 4. The closing date is extended to 24 January 2025, no later than 10:00 AM Central Time (CT) / 11:00 AM Eastern Time (ET).
