The responses to this Sources Sought will be utilized to identify eligible Service-Disabled Veteran Owned Small Business opportunities. The issuance of this market research tool is prior to the release of a potential solicitation. Any resultant solicitation will be released to FedBizOpps https://www.fbo.gov/. It is the responsibility of potential offerors to monitor the site for additional information pertaining to this requirement. INTRODUCTION The Naval Air Systems Command (NAVAIR), Patuxent River, MD announces its intention to procure, on an other than full and open competition basis, contractor led training events for the AN/DSY-4() Spectral Bat payload system for NAVAIR PMA-263. The training events will be used to support the initial fielding of the AN/DSY-4() Spectral Bat system. These training events must follow the Government purchased AN/DSY-4() curriculum. Trainers must have experience with the AN/DSY-4() Spectral Bat system and its use on the RQ-21 UAS. The procurement is a sole source to OWT Global, CAGE 60Tz6, 2909 W BAY TO BAY BLVD STE 309 Tampa FL 33629. OWT Global is a Service-Disabled Veteran Owned Small Business. OWT Global is the developer of the AN/DSY-4() Spectral Bat operator and maintainer curriculum and as such is the only known source available with the requisite technical knowledge and experience to perform the efforts described herein, in order to satisfy the Government's requirement. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible Service-Disabled Veteran Owned Small Businesses capable of providing the services described herein prior to issuance of a request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. No contract will be awarded on the basis of offers received in response to this notice. No solicitation document exists at this time. This synopsis is published for information purposes only. Interested parties, however, may identify their interest and capability by responding to this notice. Only Service-Disabled Veteran Owned Small Businesses will be considered. No phone calls will be accepted. The Government will consider all information received prior to the closing date of this synopsis. SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package demonstrating ability to perform the services listed. This documentation must address, at a minimum, the following: •1. 1. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; •2. 2. Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contract with current telephone number, and a brief description of how the referenced contract relates to the services described herein; •3. 3. Technical knowledge and experience with AN/DSY-4() Spectral Bat system on the RQ-21 UAS platform. a. What type of work has your company performed in the past in support of the same or similar requirement? b. Can or has your company managed a task of this nature? If so, please provide details. c. What specific technical skills does your company possess which ensures capability to perform the tasks? • 4.
