LTC Synopsis Last Updated: August 2015 NOTICE TYPE: Pre-Solicitation TITLE: Multiple NSNs for UH-60 Blackhawk Helicopter Weapon System and T700-GE-70 Turbine Engine, Sole Source, Long Term Contract OEM Honeywell Company This agency proposes to issue a solicitation for a long-term strategic/sole source contract which will include multiple NSNs to support the A-BN and A-BE Weapon System in support of the UH-60 Blackhawk Helicopter. A total of 2 NSNs are targeted to be added for this contract effort. The proposed sole source action will be issued to Honeywell Company, Contractor and Government Entity (CAGE): 99193 and is intended to be on a sole source basis as supported by a J&A IAW FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. Items provided by the following Honeywell CAGE codes covered by this acquisition: 91547, 02LU7, 99193 and 81996. The proposed requirement will be for a total of five (5) year’s period of performance. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. These items are being added to the SPE4AX-22-D-0003 Honeywell International Inc., Supplier Compatibilities Contract (SCC), awarded to The Honeywell Company CAGE Code: 99193 in accordance with the originally approved J&A. However, the NSNs identified here were not included in the list of original items synopsized for this effort. The contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control affecting these parts. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size Standard of 1250 employees. The contractor will also be responsible for all aspects of the manufacturing/production process, including but not limited to: supply chain management, logistics, forecasting of parts, long-lead parts procurement, material forecasting, obsolescence issues and final delivery of assets as well as any and all additional costs incurred resulting from contract performance.
