FAR 16.505(b)(1)(i) requires the Contracting Officer to provide each awardee a fair opportunity to be considered for each order exceeding the micro-purchase threshold (set at $10,000) issued under multiple delivery-order contracts or multiple task-order contracts unless a statutory exception applies. The specific exception that precludes the fair opportunity process for these acquisitions is FAR 16.505(b)(2)(i)(B), "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are uniqure or highly specialized." Task Order #1 (TO1) - Financial Services: This performance-based services contract provides support to the Directors of Finance for Space Sensing (SSC/SNF) and Military Communications & Positioning, Navigation and Timing (SSC/CGF) acquisition Deltas as well as the Special Capability Division (SSC/SZM), the Space Systems Integration Office (SSZ/BZ), and the Operations Support Division at Peterson SFB (SSC/CGM). Each acquisition Delta and Division is provided support over a broad range of financial management capabilities to execute effective and responsive integrated program management of space-related research, development, production, and life-cycle acquisition activities. Task Order #2 (TO2) - Acquisition and Organizational Support: This performance-based services contract provides support directly to the Space Systems Integration Office (SSC/BZ); SSC Chief Engineer; SSC/S5; Space Sensing Director of Finance (SSC/SNF); Space Sensing Contracting (SSC/SNK); Operations Support Division at Peterson SFB (SSC/CGM); SDA & Combat Power (SSC/SZM), to include TS/SCI and SAP programs; and the SSC International Affairs Office (SSC/IA). This task order provides critical support to meet a broad range of acquisition capabilities to execute effective and responsive integrated program management of space-related research, development, production, and life-cycle acquisition activities.
