NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION The Naval Air Systems Command (NAVAIR) at Patuxent River, MD (V2231) intends to negotiate and award a new Delivery Order under Basic Ordering Agreement (BOA) N0001920G0007 on a sole source basis to The Raytheon Company (Raytheon) for the management and integration of the required upgrades to APG-79 Advanced Electronically Scanned Array (AESA) Radar Production Test Stations as per the latest NISPOM requirements. Raytheon is the sole designer, developer, and manufacturer of the APG-79 AESA radar system with the intricate knowledge of various avionics, targeting, and sensor systems installed aboard the USN and FMS aircraft weapon systems. The Government does not possess a technical data package with Government Purpose Rights for the APG-79 AESA radar system. This data package is required in order to perform the upgrades to the APG-79 AESA Radar Production Test Stations. As such, NAVAIR has determined Raytheon is the only responsible source capable of meeting the Government’s minimum needs. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine if any firm other than Raytheon can provide the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought. ELIGIBILITY The PSC for this requirement is 5841, Radar Equipment, Airborne. The NAICS is 336411, Aircraft Manufacturing, with a small business size standard of 1,500 people. ANTICIPATED PERIOD OF PERFORMANCE The estimated award date for this procurement is 31 May 2023 with a period of performance of approximately 12 months (1 June 2023 – 31 May 2024). REQUIREMENTS OF THIS EFFORT Raytheon shall upgrade 4 APG-79 AESA Radar Production Test Stations to Windows 10. Raytheon shall replace instrumentation using operation system drivers with instrumentation using Windows 10 Drivers. This upgrade shall also address obsolescence issues on several components of these APG-79 AESA Radar Production Test Stations. Upon completion of the upgrades, Raytheon shall perform validation and verification of each of these APG-79 AESA Radar Production Test Stations.
