The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to repair the C-130, F-16, A-10 ARC-164 Radio. The National Stock Numbers (NSN) and Part Numbers (PN) are as follows: Item NSN PN 2-Digit NVIS LCDM Unit 5980-01-417-6392 DMN-100-165-02 6-Digit NVIS LCDM Unit 5980-01-417-5018 DMN-100-166-02 The purpose of this effort is to repair two unique AN/ARC-164 Shop Replaceable Units (SRU) known as the Liquid Crystal Display Modules (LCDM) that operate in an environment utilizing Night Vision Imaging Systems (NVIS). The ARC-164 radio system is used across several aircraft including the C-130, F-16, and A-10. Usage will continue until to at least 2035. The contract’s Period of Performance (PoP) is five years long with an initial basic contract followed by four additional ordering periods. These displays go on multiple aircraft platforms between the United States Air Force and FMS countries. The characteristics that make this display unique are driven by the A-10 Thunderbolt II and are detailed in the Performance Requirements section. These specific displays are designed to operate with the use of night vision goggles (NVGs) by the use of select crystal dye components. The main requirement is the display’s ability to withstand the A-10 cockpit. Specifically, gun vibrations caused by the GAU-8/A Avenger Gatling-type autocannon. Also, the A-10 canopy doesn’t protect against UV light. In commercial glass, UV light may cause bubbling and discoloration in typical glass plating. This would blind a pilot wearing NVGs. To get around this, the module uses patented glass plating that has been additionally hardened to prevent UV degrading. The ARC-164 must meet form, fit, function, and interface requirements. However, the Government does not own the data or the rights to the data needed to compete the repair of this part. It has been determined to be uneconomical to reverse engineer the data, qualify a new source, or buy the data and/or data rights. Transicoil is the only source of known repair for this system and has been since it was fielded.
