This notice is a Pre-Solicitation/Synopsis for a commercial material procurement. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to award one (1) Firm-Fixed Price contract to RTDS Technologies Inc as the manufacturer of the RTDS Real-Time Simulators (Chassis) and Cubicle (Server Rack), Analog and Digital Input and Output Cards, Aurora Protocol Firmware and Core Unlock Licenses. As the OEM, RTDS Technologies Inc. retains proprietary data rights over the manufacturing, sales and service of their equipment in the United States of America and Canada. The Aurora protocol firmware and core unlock licenses are updates/additions specifically designed for RTDS NovaCor real-time simulators and cannot be used with any other vendor’s equipment. As such, RTDS Technologies Inc. is the sole source capable of providing the Aurora protocol firmware and core unlock licenses for existing RTDS equipment at NSWCPD. A hard copy of the solicitation will not be made available. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award.
