The Naval Air Systems Command (NAVAIR) intends to award a firm fixed-price type contract action with Mnemonics, Inc. (CAGE 6R026) of Melbourne, FL 32934 for ECP 6464C1, "Growler Retrofit with Option". This contract action will be for procurement of approximately 415 Radio Frequency Blanking Units (RFBU) to replace Enhanced Interference Blanking Units (EIBU) in E/F-18 aircraft. The manufacturing is to be performed at Mnemonics production facility in Melbourne, FL. The procurement will be procured under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), and is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government does not currently own a level III technical data package for the RFBU. NAVAIR has determined that award of the RFBU effort to any source other than Mnemonics would result in unacceptable delays to fielding this requirement in the timeframe required.
