The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to procure non-recurring and recurring effort for A1 Kits, ECP development, and logistics data in support of Engineering Change Proposal (ECP) 639. This ECP is in support of USMC APG-73/APG-79(V)4 replacement radar for the F/A-18C/D. NAVAIR intends to negotiate the effort as a sole source order on a Basic Ordering Agreement with The Boeing Company, St. Louis, MO. Award will be made with authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy requirements. For this requirement, The Boeing Company has the knowledge, experience, technical data, and information systems required to fulfill this requirement within the time required. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government. This Engineering Change Proposal is responsible for NRE and recurring for A1 Kits, ECP development and logistics data. This effort is in support of the APG-73/APG-79(V)4 retrofit plan for Quantity 98 USMC F/A-18 C/D Aircraft. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Each order will be synopsized on the FedBizOps website as applicable in FAR 5.201(b). ELIGIBILITY The PSC for this requirement is 1680; the NAICS is 336413 with a size standard of 1500 employees. All interested businesses are encouraged to respond. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance is 18 months. The anticipated start date is 28 February 2020. ANTICIPATED CONTRACT TYPE The contract type is anticipated to be Firm Fixed Price (FFP). PROGRAM BACKGROUND The APG-73 radar system, currently installed on F/A-18C/D aircraft, has been subject to ongoing maintainability, supportability, and readiness issues. To alleviate these issues, the USN has procured the design and development of the APG-79(V)4 Radar. ECP 639 is intended to modify USMC F/A-18C/D aircraft for AN/APG-79(V)4 incorporation. REQUIRED CAPABILITIES The contractor shall have knowledge of the F/A-18C/D platforms and mission computer interfaces. The effort will include the following: NRE and recurring for A1 Kits, ECP/TD development and logistics data. INCUMBENT This is not a follow-on effort.
