The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed-Price (FFP) type contract action with The Boeing Company (CAGE 76301) of St. Louis, Missouri 63134 (Boeing) for Infrared Search & Track (IRST) IRST Sensor Assembly (SA) Maintenance Training Mock-up Devices. This contract action will be to procure two IRST Sensor Assembly (SA) maintenance training mockup devices, commonly referred to as the IRST Mockup, for Center for Naval Aviation Technical Training Unit (CNATTU). This includes a Sensor Assembly Structure (SAS) and the necessary Weapon Replaceable Assemblies (WRA)s to populate the SAS along with all cabling. All necessary Support Equipment (SE) to support the trainers will be procured with this effort. The procurement is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F-18 aircraft in its various configurations, and is the only source with the technical data, knowledge, and expertise necessary to accomplish this effort in the time frame required.
