The Naval Air Systems Command (NAVAIR) intends to award a fixed-price incentive firm type contract action with The Boeing Company (CAGE 76301) of St. Louis, Missouri 63134 (Boeing) for Infrared Search & Track (IRST) Block I Infrared Optimized Configuration (IROC). This contract action will be to procure weapon replaceable assemblies (WRAs) used in the F/A-18E/F Infrared Search and Track (IRST) Block I pods, to the most optimized configuration. The procurement is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F-18 aircraft in its various configurations, and is the only source with the technical data, knowledge, and expertise necessary to accomplish this effort in the timeframe required.
