The Naval Air Systems Command plans to procure F/A-18 E/F/G aircraft ancillary equipment (AAE), production-related engineering change proposals (ECPs), and associated requirements including systems engineering, production management, tooling, non-recurring engineering, and related data to support these items from the Boeing Company. These items may be procured via the award of one or more modifications to the F/A-18E/F/G Lots 40 through 42A production contract (N0001917C0003) with the Boeing Company. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The Boeing Company is the sole designer, developer, manufacturer, and integrator of the F/A-18 E/F/G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish these efforts within the timeframes required. The Government does not intend to use the provisions of FAR Part 12 for this acquisition. This notice of intent is NOT a request for competitive proposals; however, responsible interested parties may submit a qualification statement in which they identify their interest and capability to respond to these requirements. A determination by the Government to refrain from competing this procurement based on responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received.
