THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement to procure engineering and technical service support for the Kunckleboom crane (KBC) installed on LPD-17 Class Ships. It is the Government's intention to procure these services utilizing other than full and open competition, from Allied Systems Company IAW FAR 6.302-1, as only Allied Systems meet the Government's requirements. Allied Systems is the original equipment manufacturer (OEM) for the Knuckleboom Crane on the ship class identified in the SOW. As the OEM, Allied Systems is the sole designer and fabricator of the equipment which requires servicing, and are the only known vendor with the complete technical data and software source code necessary to provide the associated engineering and technical services. Due to this reasoning, NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing the solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. Scope of work includes: Engineering Services Support Ship Change Document (SCD) Support Maintenance and Testing Support RDT&E Support Integrated Logistics Support Configuration Management Engineering Drawings and Documents Development and Revision Technical Manual Development and Revision Training Software Support Software Update Support Software Troubleshooting and Repair Support Installation Support Ship Alteration (ShipAlt) Support Ship Change Document (SCD) Support Obsolescence Support
