The Defense Logistics Agency Contracting Services Office (DCSO) is issuing this Sources Sought notice as a means of conducting market research to identify Contractors having an interest in and the resources to support a potential requirement for an external peer review of Defense Contract Audit Agency (DCAA)’s system of quality control. The objective of an external peer review is to determine whether, for the period under review, the reviewed audit organization’s system of quality control was suitably designed and whether the audit organization is complying with its quality control system in order to provide the audit organization with reasonable assurance of conforming with applicable professional standards and legal regulatory requirements. The Contractor must be able to meet all the requirements in the attached PWS: The anticipated audits will vary in size and complexity. The place of performance will be either the Contractor’s facility or such DCAA locations as the contractor may identify as necessary to perform the peer review. Refer to paragraph 2.9, DCAA Organizational Overview for background information on DCAA’s structure. The period of performance shall be one year from date of contract award. THERE IS NO SOLICITATION AT THIS TIME. This Sources Sought is for planning purposes only and is not a Request for Proposal (RFP), Invitation for Bid (IFB), or an obligation on the part of the Government to acquire any products or services. Responses to this notice are not offers; the Government cannot accept responses to this notice to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this Sources Sought notice should not anticipate feedback with regard to their submission. Submission of any information in response to this notice is purely voluntary. The Government will not pay any cost incurred to prepare a response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. The information provided in this Sources Sought is subject to change and is not binding on the Government. Interested parties must submit a capability statement that includes a brief description of the organization including business size status, along no more than five examples of same or similar work completed within the previous three years. If significant subcontracting or teaming is anticipated in order to provide the services, organizations should address the administrative and management structure of such arrangements.
