The Naval Surface Warfare Center Philadelphia Division intends to issue a competitive procurement for the design and engineering of small to large-scale test sites at NSWCPD. NSWCPD is a Department of Defense entity responsible for research, development, test and evaluation, engineering, and fleet support for U.S. Navy ships, submarines, military watercraft and unmanned vehicles. NSWCPD Machinery Programs & Platforms Department (Department 20), requires these engineering and technical services for design of test sites at NSWCPD, including design planning for Hull, Mechanical, and Electrical (HM&E) systems and equipment, the DDG 51 Land Based Engineering Site (LBES), and current and future test sites at NSWCPD. The required design support may range in scope from design of small test stands to full scale land based test and engineering sites, replicating actual shipboard systems and ancillary equipment to be installed at NSWCPD. The Contractor(s) shall provide conceptual, removal, preliminary and detailed design drawing packages, as well as prepare graphic material and develop orientation/presentation materials in support of NSWCPD test site and ship system designs. The design support shall address various issues of concern such as floor loading, support systems capacities, and available power. These designs may be applicable to either new or existing test site installations, and designs for multiple sites may be required concurrently. The level of design will depend upon the project scope and complexity for each project, as approved by the respective NSWCPD test site or facility Program Manager. In addition to the detailed design phases, NSWCPD requires engineering and technical support throughout system/equipment outfitting, installation, test and evaluation to verify as-built designs for accuracy and adherence to the design requirements. Contractor support of the proposed designs shall be required for NSWCPD Mission Readiness Panel (MRP) Assessments, Preliminary and Critical Design Reviews, Integrated Test Readiness reviews, as well as Integrated Schedule Reviews. This new requirement is for non-personal services and will be managed by NSWCPD Department 20, as the program and scheduling competency owner, and will provide support across all NSWCPD departments. The Government intends to award an Indefinite Delivery, Indefinite Quantity, Cost-Plus-Fixed-Fee (CPFF) type contract with provisions for potential Firm Fixed Price (FFP) task orders. It is intended to allow for both LOE and Completion (Term) type task orders. Multiple awards are anticipated. The ordering period for resultant contracts is anticipated to be sixty (60) months, with an anticipated period of performance of seventy-two (72) months. Upon release of solicitation, it is anticipated that the request for proposals (RFP) will close at least 30 days thereafter. The actual required receipt date will be specified on page one (1) of the RFP. All interested parties may download the solicitation, once posted, and any amendments at WWW.SAM.GOV.
