THIS REQUEST FOR INFORMATION IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible firms capable of providing the supplies/services described herein prior to determining the method of acquisition. ANTICIPATED AWARD DATE: September 2022 Contract Type – Firm, Fixed Price, Basic Ordering Agreement Period of Performance – The ordering period will span five years from the date of award through five years thereafter Scope – The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking sources to provide hydraulic manifold assemblies and associate directional control valves and servo valve for use with U.S. Navy Submarine hydraulics systems. It is the Government’s intention to procure the required equipment from the OEM, Sargent Aerospace & Defense in accordance with FAR 6.302-1, as only one responsible source to meet the government’s requirements. Capability Statements: NSWCPD’s intent is to process this procurement on a sole source basis to Sargent Aerospace & Defense. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested businesses may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed procurement is being processed as a Sole Source Unrestricted-Full and Open basis. Prior to issuing a limited source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. Note: The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued nor will the Government pay for the information solicited. All information and data received in response to this sources sought marked or designated a corporate proprietary information will be fully protected and held in strict confidence. Note: No telephone responses will be accepted. No contractor response received after the advertised due date and time will be accepted. No exceptions to this receipt deadline will be granted under any circumstances. Responses must be received no later than 16:00pm EST on 7 March 2022 by e-mail to jillian.n.staskin.civ@us.navy.mil. The Government will not pay for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with proprietary legend received in response to this RFI to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
