RFI: Dive School Health Monitoring Introduction There is an overarching need to protect the lives and safety of US Soldiers as they attend training for specialty qualifications, including those related to diving. Despite significant safety and overwatch, the Army has experienced annual casualties over the last four years while conducting the Combat Diver Qualification Course (CDQC). The Army is gathering information about biometric sensor systems that may be used to monitor the health and fitness of trainees as they participate in various water and land environments. The Army is seeking information about health and stress monitoring devices and/or sensors that allow for modifiable thresholds in order to improve outcomes in training and reduce the number of negative instances. Additionally, the Army is interested in various technologies that would enable the display of said threshold match, with visual, auditory, or other methods, to safeties both above and below water. Another challenge is that the currently available health monitoring devices are typically wrist-worn, or are otherwise bulky which can interfere with gear during training. The nature of the training involved suggests that there is a need for alternative areas and forms of monitoring devices due to the uniform(s) used in said training. The Army is looking to develop knowledge in technologies that will meet the needs of trainees and instructors and directly supports the Army’s Modernization strategy for Soldier Lethality. Improved training will lead to better care of soldiers on the battlefield and save lives at point of injury. Response Instructions: 1. Would you propose a solution that is a health monitoring device, a unique sensor, a mixture of domains or a separate solution not addressed? 2. What do you believe would constitute reasonable milestones (time and deliverable) to develop a demonstrable prototype that incorporates multiple interfaces? 3. How would you propose to design and obtain data for fresh and saltwater given the environmental changes and electrical property differences involved in the two environments? 4. Discuss your approach to obtaining data regarding physical characteristics in unique environments. 5. If offering an off-the-shelf solution, are you familiar with the standards in use by Smartabase and how would you propose to incorporate these standards into the design of future monitoring projects? 6. What academic institutions, if any, are you currently working with to develop health monitoring systems/devices/sensors? What has gone to market, or advanced to a validation phase? Please cite specific efforts and points of contact at the academic institution. 7. Given your experience, what would be your general cost estimate to develop a solution for training health monitoring in a challenging environment?
