PM CS Ground Radios requests to incorporate the Warrior Robust Enhanced Network (WREN) waveform that includes the Tactical Scalable - Mobile Ad Hoc Network (MANET) waveform, otherwise referred to as the TSM™ waveform, a waveform that is unique to Trellisware Technologies, Inc. (Trellisware®), as an objective requirement on the Multi-Channel Handheld (MCHH) contract. PM CS plans to award an indefinite delivery indefinite quantity (IDIQ) contract for non-developmental items to procure MCHH systems. PM CS will then award firmfixed- price delivery orders against the IDIQ contract. To meet the objective requirement, PM CS will require the IDIQ prime contractor to acquire the TSM™ waveform capability and pay a license fee to Trellisware® for its portion of the desired waveform, providing the Government with software licenses for its use. This J&A covers Solicitation M67854-21-R-2090 and the resultant TSM waveform licenses that may be acquired under the contract for MCHH Radios.
