This agency proposes to issue a solicitation for a long-term strategic/sole source contract which will include one (1) NSN to support the BE UH-60 Blackhawk Helicopter weapon system. The NSN targeted to be added or repriced for this contract effort is NSN: 7050-01-684-6246, Part Number: 1062020-101 (6B04942-0002), Noun: Mission Computer (Computer Subassembly) with the following specifications; AMRC Code: 4B, with an AMC/AMSC expiration date of 15 June 2025. The required Production Lead Time will be 480 days after contract award. The proposed sole source action will be issued to Northrup Grumman Systems Corporation, Contractor and Government Entity (CAGE) code: 06481. The proposed action is intended to be on a sole source basis as supported by a J&A IAW FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The proposed requirement will be for a total of three (3) years period of performance which will begin the date of award through 09 September 2023 with estimated annual demands of 80 units for 2021, 84 units for 2022, and 106 units for 2023. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM. This is proposed to be a FAR 15 effort. Only the above mentioned NSN has been identified for this current action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. This item is being added to contract SPE4AX-18-D-9443, a multiple year, Requirements Type Contract (RTC), awarded to Northrup Grumman Systems Corporation CAGE Code: 06481 in accordance with the originally approved J&A. However, the NSN identified here was not included in the list of original items synopsized for this effort. The contract requires supply of parts, as well as other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance and design control affecting these parts. THIS ACQUISITION CONTAINS TECHNICAL DATA WHOSE EXPORT IS RESTRICTED BY THE ARMS EXPORT CONTROL ACT (TITLE 22, USC., SEC 2751 ET SEQ) OR THE EXPORT ADMINISTRATION ACT (TITLE 50, USC., APP 2401-2402) EXECUTIVE ORDER 12470. THIS INFORMATION CANNOT BE RELEASED OUTSIDE THE UNITED STATES WITHOUT PRIOR APPROVAL OF THE GOVERNMENT.
